20-Year Master Plan, NASA Armstrong Flight Research Center, Edwards AFB, CA

Development One, Inc. created a 20-year master plan for the NASA Armstrong Flight Research Center. The objectives were to improve flight-line safety, support present and future mission objectives, meet agency targets for the reduction of real property and exceed the agency metrics for energy and water efficiency over the course of the plan. Multiple departments were consolidated into newer, safer, more efficient buildings. The plan resulted in a 17% reduction of the footprint of the Center’s main Campus.

Components of the plan included cost analysis, project feasibility, energy studies and utility planning using geographical information systems (G.I.S.). A separate utilities master plan was developed at NASA’s request to forecast the evolving needs of the campus’ infrastructure. Development One presented the plan at NASA headquarters in 2009 and 2010.
